 REASONS IN ABSENCE OF PRICING POWER IN REE INTERNATIONAL TRADE BASED ON REFERENCES SUMMARY

 The reasons in absence of pricing power in REE international trade lie in enterprises, governments and market environment. This paper, based on references review, studies the reasons from industry, enterprises, policy factors, concludes that the reasons are derived from disordered enterprises, low industrial concentration degree, missing united pricing center, weak marketing power, inappropriately controlling resource by enterprises, unsupportive governmental policies and poor execution, and also from China's governance on REE and REE importers  REE policies, like USA and Japan. This study provides measures for governments and enterprises to deal with the absence of pricing power in REE international trade, also offers references for China to optimize REE trade policies and to increase REE pricing power.

Integrated outsourcing was tried in steel environmental protection facilities operation as a management practice in improving performance. Steel companies contract environmental services to handle pollution as a form of integrated outsourcing of investmentoperation, which relieves steel companies’investment pressure and improves efficiency and profits, also consistent with nation’s regulations and management in environmental protection facilities construction, and positive to promote steel companies’ management. Risks exist during execution in engineers, operation, capital, policies and laws, which need recognition and then take actions to avoid them in order to achieve a winwin aim.

Abundant mineral resources could promote regional economic growth. However irrational exploitation of mineral resources may bring about various environmental, economic, social problems. This paper analyzes the adverse effects of the exploitation of mineral resources on environment, economy and society, with some practical examples of China’s western regions, and makes suggestions on how to escape the detrimental impacts. The solutions that are given include achieving sustainable development, promoting green mining, considering the benefits of the majority of local residuals, enhancing international exchanges and other related measures.
